Water and Sewer in Pataskala

Who provides water and sewer service in Pataskala, how to check what serves a property, and who to contact.

Who provides water and sewer in Pataskala?

Two public utility providers serve different parts of Pataskala:

  1. City of Pataskala Utility Department
  2. Licking Regional Water District

A Pataskala mailing address alone does not tell you which one serves a property. Mail addressed to Pataskala, OH also reaches places outside the city limits, and the providers' territories do not follow the city boundary. What matters is where the property is and which service territory applies. Water and sewer territories are mapped separately, and some properties use a private well, a septic system or both.

A mapped service area is not a guarantee.

Being inside a provider's mapped territory does not by itself mean a specific property is connected, can connect, or has utility capacity available. Confirm service for a particular property directly with the provider.

Find Your Water & Sewer Provider

Use the City's official service-area map to see which provider's territory a property appears to be in, then confirm service with that provider when it matters.

City of Pataskala GIS map. The service-area layers start switched off; step 2 below shows how to turn them on.

Not sure what else applies to your address? Use the Pataskala Resident Guide. Mailing address, city limits, school district, utility territory and zoning can each follow different boundaries.

1. If you already get a bill, read it

The name on your water or sewer bill is your provider. City customers pay the Pataskala Division of Utilities, the City's Utility Department. District customers pay the Licking Regional Water District. Until November 2024 the District was called the Southwest Licking Community Water and Sewer District, and older paperwork may still carry that name.

2. Check the City's map

The City of Pataskala GIS map has two layers that show each provider's territory. They are switched off when the map opens. To use them:

  • Under Map Tools, choose Layers.
  • Open the Water group and switch on “Water Service Areas.”
  • Open the Sanitary group and switch on “Wastewater Service Areas.”
  • Use the search tool on the map to find an address, then click the shaded area to see its label.

The map labels the City's territory “Pataskala Utility Department Service Area” and the District's territory “S.W.L.C.W.S.D. Service Area,” the initials of the District's former name. The legend also lists a “Joint Service Area.” The sources we reviewed do not define that term, so ask the providers if a property falls in one. Check water and sewer separately. The two layers are close but not identical, so a property can fall in one provider's water area and the other's sewer area.

Know what the map does not tell you. It shows territory, not whether a property is connected, whether a line reaches it, or whether there is capacity to connect. The service-area layer we checked was last edited in September 2024. Treat it as a starting point and confirm with the provider.

3. Call and ask

If you are buying, building or still unsure, call the provider the map points to and give the address or parcel number. If you do not know which to call, ask either office whether the property is in its service area: the City Utility Department at 740-964-6275 or the District at 740-927-0410.

Who provides water service?

City of Pataskala Utility Department. The City operates its own water and sewer utility. The City says the department provides water, sewer or both to customers inside the city limits and to some outside them.

Licking Regional Water District. The District is a separate public body, not a City department. It says its water system serves Etna Township, Harrison Township and portions of the City of Pataskala. The District's office and water treatment plant are on York Road in Pataskala.

General territories only. In broad terms, the official map shows the City's territory across the central and eastern part of the city, including downtown, and the District's across much of the western and southern parts. These descriptions are not a way to tell which provider serves a specific property: utility boundaries do not necessarily follow simple geographic divisions. For a particular property, use the official map and confirm with the provider.

Private wells. Being inside either territory does not mean a property has public water. A City planning report in 2026, for example, describes a property inside the city where no central water or sewer is available and new lots would use private wells.

Who provides sewer service?

The same two providers run sanitary sewer systems, each with its own territory: the City Utility Department and the Licking Regional Water District. Sewer territory is mapped separately from water territory, so check both layers on the City's map.

Not every property has public sewer. Properties without it use an on-site sewage treatment system, commonly called a septic system, which the Licking County Health Department regulates. A sewer line nearby does not by itself mean a property may connect. That is the provider's decision.

Billing and accounts

City Utility Department customers

Licking Regional Water District customers

Rates and fees

Rates and fees change, so this guide does not list them. The District posts its current rates and connection fees on its Billing and Connection Fees page. The City posts its rate ordinances and rate notices in the Utility Rates folder on its Utility Department page. For the amount that applies to your account, ask the City billing office.

Starting or connecting service

Moving into a home that already has service

For City service, call the billing office at 740-964-6275. The City does not post start, stop or transfer steps online, and its website says it is still adding utility forms.

For District service, the District asks new customers to set up an account before moving in, with proof of ownership and photo identification. Owners are ultimately responsible for payment, and a tenant can be billed directly if owner and tenant both sign the District's agreement. Forms are on its Application for Service page.

A new connection

Whether a property can connect, and what it costs, is decided by the provider. Start with a call before you buy or build. The District says a tap permit is obtained at its office with the property address, parcel number and proof of ownership, and that connection fees are paid before the permit is issued. The City does not post its connection steps online, so contact the Utility Department.

Larger projects are a different matter. Developers deal with the provider's engineering requirements and with capacity, and sewer availability has affected at least one proposal covered in our Pataskala Development Tracker.

Water or sewer problems

Call the provider that serves the property. These are the numbers each lists.

The City's map also has a “Boil Alert Area” layer. For a current advisory, rely on notices from your provider rather than on the map alone.

Wells and septic systems

Private wells and septic systems are not run by either utility. The Licking County Health Department regulates both. It says a permit is required before a private water system is installed or altered, and that a sewage system needs an installation permit and an operating permit before it is installed. The department also advises anyone planning to buy or build on a lot without public sewer to have the site evaluated early, because not every lot can support an on-site system.

Contact the department at 740-349-6535, or see its pages on private water systems and sewage treatment.
