Pataskala City Council has adopted legislation authorizing the City to issue up to $3.5 million in bond anticipation notes for water treatment plant and facility repairs and improvements. The signed copy of Ordinance 2026-4527 posted by the City lists an adoption date of October 5, 2026 and an effective date of November 5, 2026.

Ordinance 2026-4527 appeared under Unfinished Business on the agenda for the October 5 regular Council meeting. According to the signed minutes of that meeting, Council Member Galik moved to read the ordinance for a third reading, Council Member Hampshire seconded the motion, and the Clerk read the ordinance.

The minutes record that Galik then moved to adopt Ordinance 2026-4527 and Hampshire seconded the motion. On the roll call, Council Members Hickin, Giannaris, Wagy, Rooks, Galik, Hampshire and Kohman voted yes, and Mayor Compton declared the motion passed.

According to signed minutes from Council's September 8 meeting, the ordinance would authorize notes in an amount not to exceed $3.5 million to pay part of the cost of water treatment plant and facility repairs and improvements. The notes would be issued in anticipation of a later bond issue.

The September 8 minutes show Council Member Galik moved to read the ordinance for a first reading, Council Member Hampshire seconded the motion, and the Clerk of Council read the ordinance.

The ordinance states that notes previously issued in the principal amount of $3,475,000 to finance part of the project's costs are about to mature and should be renewed in an amount not to exceed $3.5 million. The new notes are to renew those prior notes and fund additional project costs.

Under the ordinance, the notes may bear interest at a rate not to exceed 6.5 percent per year and must mature not more than one year from their date of issuance. The ordinance states that Council expects debt service to be paid from the net revenues of the City's water utility and from the proceeds of later bonds or renewal notes.

The ordinance does not identify the specific repairs involved or say whether the financing would affect water rates. The $3.5 million figure is a maximum authorization; the final principal amount, interest rate and maturity are to be set in a certificate of award, and the records reviewed by PataskalaOH.com do not show that the notes have been issued.

This story was updated on November 4, 2026 to add the vote recorded in the signed minutes of the October 5 meeting, which the City has since posted.
